Special Meeting
July 11 & 12, 2020

  1. Eligible voters shall be limited to Precinct Committee Officers (PCOs) elected during the August 7, 2018 Primary (including any PCOs who were elected without appearing on a ballot because they were the only person to file in their precincts) or appointed prior to June 13, 2020 in Spokane County who continue to reside in their precinct as of the date of the special meeting.
    1. Eligible voters will receive a unique credential code provided by the State Party via email by 5:00 pm, Thursday, July 9, 2020.
    2. Eligible voters will be signed-in to the meeting by participating in a “test vote” once the meeting is called to order.
    3. The officers of the Central Committee are elected by majority vote of eligible voters present and voting unless otherwise noted.
      1. Assume there are currently 176 elected and appointed Precinct Committee Officers (PCOs). If all 176 elected and appointed PCOs are present at the special meeting, a vote of 89 is required to elect an officer or approve any vote.
    4. Proxies are not permitted at the special meeting.
    5. Reasonable accommodations will be made for PCOs without access to the internet or an email address. For assistance please call the Spokane County Democrats office no later than 5:00 pm, July 3, 2020, at 509-324-8525 and leave a voicemail with a request for accommodations.
  2. Due to technology constraints, motions shall not be entertained.
  3. Temporary Chair
    1. Self-nominations for Temporary Chair will be accepted via email to secretary@spokanedemocrats.org and must be received by 5:00 pm, July 3,
    2. In addition to self-nominated candidates, the Spokane Democrats Executive Board nominates David Green as Temporary Chair.
  4. Responsibilities of the Temporary Chair
    1. The meeting shall be called to order by the Temporary Chair.
    2. The Temporary Chair shall preside until the election of the new Chair.
    3. The Temporary Chair shall appoint a Temporary Secretary and Timekeeper, and such other officers and/or committees as he/she/they deem to be appropriate.
    4. Upon election of the Chair, the new SCDCC Chair or their designee shall assume these duties for the remainder of the meeting.
  5. The Body shall vote to approve the Agenda and the meeting Rules.
    1. Proposed Meeting Rules and Agenda will be sent via email to eligible voters with the Call to Meeting.
    2. Proposed changes to the Rules must be sent to the Special Meeting Rules Committee via email at rules@spokanedemocrats.org to be received by 5:00 pm, Friday, July 3, 2020.
    3. Proposed changes to the Agenda must be sent to the Special Meeting Agenda Committee via email at agenda@spokanedemocrats.org to be received by 5:00 pm, Friday, July 3, 2020.
    4. Reasonable accommodations for proposed changes to Agenda and/or Rules will be made for PCOs without access to the internet or an email address. For assistance please call the Spokane County Democrats office no later than 5:00 pm, July 3, 2020, at 509-324-8525 and leave a voicemail with a request for accommodations.
  6. Nominations of Officers
    1. Candidates self-nomination forms must be received no later than 5:00 pm, July 3, 2020.
    2. Self-nomination form can be accessed at spokanedemocrats.org.
    3. Candidates must meet eligibility requirements as per Section 4.1 of the Spokane County Democrats By-Laws.
    4. Candidate profiles will be made available to PCOs at spokandemocrats.org no later than 5:00 pm, Sunday, July 5, 2020. For individuals without internet access, profiles will be mailed Monday, July 6, 2020.
  7. Election of Officers:
    1. A majority is required to elect. If no person receives a majority of votes on the first ballot, the candidate receiving the least votes is dropped and balloting shall be repeated until a majority vote is achieved.
    2. Election of the Chair will be held first.
    3. Election of the Vice Chair will be held second: May not have the same gender identity as the Chair.
    4. Election of the State Committee Members will be held last:
      1. Shall be conducted in one election and ballots may not be cast for two individuals of the same gender identity.
      2. Upon election of the first State Committee Member, all other candidates of the same gender will be dropped from the ballot for the election of the second State Committee Member.
      3. A majority is required to elect. If no person receives a majority of votes on the first ballot for the second State Committee Member, the candidate receiving the least votes is dropped and balloting shall be repeated until a majority vote is achieved.
  8. Ballot Procedures:
    1. Eligible voters will be emailed ballots from drew@wa-democrats.org prior to each vote.
    2. Each ballot will require name, email address, phone number, and the unique credential code.
  9. Rules for Consideration of Endorsements:
    1. There shall be no debate with respect to consideration of endorsements as a group.
    2. Where the Endorsement Committee and the Executive Board have recommended endorsement, all the candidates so recommended shall be combined into a group and voted on as a group.
    3. For endorsement of individual candidates (not a group), one predesignated individual, to be chosen by the candidate, shall speak in favor of endorsement. One predesignated individual to be identified by the SCDCC Executive Board shall speak in opposition of endorsement for a maximum of three (3) minutes each.
    4. Any voting member may request the removal of one or more candidates from the group to be considered individually.
    5. Requests to remove candidates from the group must be sent to secretary@spokanedemocrats.org and received by 12:00 noon, Thursday, July 9, 2020.

  10. Suspension of Rules:
    1. These rules may not be suspended.
